He said a seat belt pre-tensioner, a safety measure which locks a seat belt in place during a collision, could heat up and cause a fire in a high speed head-on crash. There have not been any reported cases of this actually happening. He said: "We can use chassis numbers to identify the cars involved and then trace the owners through the DVLA to ensure the right people are sent letters." I can attest to Toyota seat belt issues. I drive a '97 Corolla and the belt doesn't stay tight against me when I'm driving. And when I leave the car the belt is quite slack and I have to help feed it back into that place that it goes when it rewinds. This new problem doesn't surprise me.

A seatbelt "pretensionor" is a pyrotechnic device that is triggered in the event of an impact by the SRS (secondary restraint system) module prior to deploying the relevant airbag.
On most cars it is fitted to the seatbelt buckle and actually pulls the belt in tighter to the body to restrict forward movement of the torso.
Some systems have the pretensionor fitted to the inertia reel on the base of the B pillar.
For this recall I suspect due to a design fault the explosive charge is in danger of melting the wriring to the pretenionor during deployment, Or, the circuitry may be in danger of pulling too much current down the cables casing a fire risk.
